65 Plus -- 5 -- This is the group you are targeting as "unsafe, needs to be tested."
25-64 -- 7 to 9 -- only 50% worse than your targeted group.
20-24 -- 13 to 17 -- three TIMES worse than your targeted group.
16-19 -- 19 to 21 -- FOUR times worse than your targeted group.

As far as eyesight and reflexes --
Seeing is more than just good eyesight. You need to recognize what you are looking at. When driving you need to analyze what you see in terms of road hazards. This comes with experience, which comes with age, which is why old people have fewer accidents -- they recognize hazards and do not get into situations that lead to collisions.
As far as reflexes go, fast is not always good. Correct is far better. Especially when coupled with hazard preception that allows you more time to react.
A while back there was a video on the web of a young girl on a motorcycle. Her helmet cam recorded a slowdown in the traffic a quarter mile ahead -- but she didn't start slowing down. Nor did the car to her left. She finally started to slow, but the car didn't. It came upon the very slow traffic, locked the brakes and slid across the motorcyclist's path. Since the car was moving toward her from the left, her quick reflexes had her dodge to the right -- into a pinch point and she was involved in a collision. When viewing the video I had twitched to the left, toward the car that was skidding right. Aim for the skidding car -- by the time you reach that space the car will have left it, leaving you an escape hole. Quicker reflexes are a large part of why the teenage accident rate is four times higher than that for those 75 years of age and older.
Old people have learned that attention to details matter. Which is why they are allowed to drive.

Teens are too busy talking to listen to their elders, too busy to learn how to see and avoid accidents.
