The Nikoplex Reticule refers to the design of the cross hairs. The outer "arms" of the cross hairs are thick and then they "step down" to a fine cross hair. The idea is to lead the eye to the cross hair and target.

Nikon has a good reputation for making nice scopes. The company has always been considered the top brand of 35mm cameras.

Comparing to other high end scopes, I'd say they are just as good as a Burris Scope.
