Why do scope rails and bases also include MOA? What does this mean?

I understand the concept of MOA, as it pertains to a rifle, but I am trying to understand why they label rails and bases with MOA. Can someone elaborate please? Thankx!

A typical scope may me able to be adjusted 30 - 40 MOA in each direction. That may sound like a lot, but if you're interested in shooting a LONG way, 1000+ yards, then it is not enough. You may need 100 MOA adjustment or more at that range, depending on the caliber you're shooting.

Since they just don't make scopes with that much adjustment, you have to cheat. You can put shims under the back of your scope. This points the scope further down, meaning you have to tile the rifle further up to get the crosshairs on the target.

Using shims is a little imprecise, though. That's why some manufacturers of rings and rails make them uneven, so you can increase the amount of elevation available to you.
